It can be, and is both. This is one issue the DEM leadership and Bush are working hand to hand on. For some reason people think that since Bush is suporting it, the Democrats are fighting it. This is one issue that Bush and the Dems are working together on to get passed. If it wasn't for a few Republicans and moderate DEMS it would have been. Believe me if the DEMS gain the White House and keep the majority in Congress this will be one of their first actions.

All you have to do is read the news and watch how the DEMS are pandering to the hispanic community to see what their plan is.
