I believe there were plenty of folks in the gooberment that knew some thing was up. Namely the CIA.

Just like at Pearl Harbor its common belief that even the president knew there was an attack and allowed it to happen. Kinda despicable if you ask me. The loss of life and horrible physical damage could have been prevented with a little bit of preparation for a pending attack.
