Guingona expressed his whole-hearted support as print and broadcast journalists participating in a two-day roundtable sponsored by the Center for Media Freedom and Responsibility (CMFR) have expressed concern over the impact of block-timers hosting shows sponsored or funded by LGUs and candidates.

The solon said these television ads are obviously part of the campaigns of candidates but they are not identified as political advertisements. One of the basic principles governing news and public affairs programs, he said, is to make the distinction clear between news and information and advertising material such as commercials.

“The 2010 elections are already shaping up to be the most expensive. We should not let the amount that the candidates spend to be the decisive factor in this election. Let us keep the 2010 elections honest by fully disclosing paid political advertising. Honest elections are our only hope for electing honest leaders.” Guingona said.

The journalists stated that if ads are paid for by a local government office, then the people should know that it is taxpayers’ money that is being spent, in clear violation of the electoral law.

Guingona cited the 2010 Index of Economic Freedom Report released by Washington-based think tank Heritage Foundation that put the country in 109th place among 183 countries measured for economic freedom based on 10 measures of economic openness, regulatory efficiency, rule of law, and competitiveness.

The report said the government’s failure to do anything substantial to liberalize the economy has set back efforts to attract much-needed foreign investment in basic industries and infrastructure, and the Philippines continues a long slide from being one of Asia's richest economies to being one of its poorest.

The report cited especially worrying factors—a weak judicial system vulnerable to political influence, a limiting regulatory system, and policies which distort prices. These economic factors, Guingona said, restrict economic freedom.

“These are also the same factors that limit our freedom in other areas of our daily life – political patronage in judicial appointments, red tape, and state-supported cronyism. Hence, we have the Ampatuans and their private army, the first gentleman and the NBN-ZTE deal, the sinking of the M/V Catalyn and M/V Baleno 9,” Guingona said.

Guingona said the report hit the nail on the head as it pointed out that under the GMA administration, a culture of corruption is long-standing, and enforcement of anti-corruption laws is inconsistent. Indeed, Guingona agreed, the country has long joined the honor roll for the most corrupt countries in the world. The Philippines ranked 141st out of 179 countries in Transparency International's Corruption Perceptions Index for 2008.

The solon blasted the GMA Administration anew over this latest embarrassment, saying that nine years under her administration has brought nothing but notoriety for the country and shame for our people. Under her term, corruption has become the norm among high ranking government officials, poverty has become more widespread, and transparency, honesty and accountability have gone out of the window.

The solon claimed that the Arroyo administration has borrowing money even for the salaries of more than one million state personnel. Due to the administration’s borrowing spree, Guingona said, the nation’s debt jumped to P4.424 trillion as of end-October, nearly thrice the 2010 national budget of P1.541 trillion.

Guingona cited a report from the Bureau of Treasury stating that in October alone, the government raised P86 billion in loans from foreign and local sources, including $1-billion worth of bonds it offered to investors.

“The average debt of Filipinos, including newly born babies, is now P47,968 and still increasing,” he said.

He claimed a large part of the nation’s borrowings went to the pockets of corrupt government officials and employees, and private contractors.

“I could accept the size of the national debt if I were certain that the funds were put to good use. If the country did not rate high in global corruption surveys, if poverty was not worsening, then I could say the debt was worthwhile, but just knowing how the budget is raided by those in power leads me to believe that we are burdening future Filipinos for the benefit of the few,” he said.

Guingona, however, expressed hope that things will turn for the better once a new leader takes over from Mrs. Arroyo.

“The 2010 elections can change that.. Let us put honest people in office. Guingona said Malacañang is desperately trying to justify the massive government spending by saying the expenditures on infrastructure of the Arroyo administration were higher than the past administrations combined and that this has reaped benefits for the country.

In spite of the accomplishments Malacanang has been trumpeting, the Philippines still suffered from poor ranking in terms of economic freedom as indicated by the 2010 index of the United States-based think tank Heritage Foundation. Among the issues cited by the Heritage Foundation were the Philippine government’s failure to do anything substantial to liberalize the economy, a weak judicial system, and a high tax rate. It also noted that corruption is perceived as pervasive and the enforcement of anti-corruption laws is inconsistent.

“Every time an international report mentions an increase in corruption and a decline in freedom in the Philippines , GMA points to an increase in the expenditure in infrastructure and basic services,” Guingona pointed out.

If, indeed, GMA’s claims were true, the solon asked why the country continues to suffer from widespread poverty, and why do Filipinos look for work elsewhere.

“In a corrupt society, much of government’s expenditures are diverted to private gain. Whatever infrastructure and services are provided are negligible or shoddy compared to what we should be receiving had there been no corruption. She also says that our work force is more mobile and earns more. But in a country where freedom is curtailed, our workers move overseas to earn more.
